The Capital Airport Express is a flat CNY 25 and sits outside the metro fare ladder

The city government's own page prices the Capital Airport Express separately from the distance-based network: a fixed fare set by the Beijing Municipal Commission of Development and Reform since the line opened in 2008. So the airport run is a known number before you land — you are not exposed to a meter for that leg.

Once you are on the ordinary network the fare is by distance, CNY 3 to CNY 6, with no cap

The ordinary metro starts at CNY 3 within six kilometers and climbs by band to CNY 4, CNY 5 and CNY 6, then adds CNY 1 for every additional 20 kilometers with no maximum. A cross-city hotel transfer is therefore predictable from the distance rather than from the time of day.

If you take a taxi instead, the meter is fixed by rule at ¥13 for the first 3 km, then ¥2.3 per km

The flag-down already includes mileage, so it is “¥13 for 3 km” rather than “¥13 flat”. The driver does not set this, which means a late-night airport run can be sanity-checked against the distance rather than negotiated.

A jam does not freeze the meter — below 12 km/h it keeps billing

Under clause (二) the meter bills 2 km of rate every 5 minutes at peak (07:00-09:00 and 17:00-19:00) and 1 km off-peak once the taxi drops below 12 km/h. That is why an airport run in traffic costs more than the distance alone suggests, and it is a rule rather than the driver improvising.
