Check-in recovery

When a China hotel says it cannot check you in

In short

The hotel turned me away. What do I do tonight?

This is a registration problem, not a personal one. A hotel has to check your document, register you, and send a foreign guest's registration form to the local public security authority within 24 hours. Properties that cannot do that step say no at the desk. In May 2024 three central authorities said the industry must not refuse foreign nationals for lacking foreign-related qualifications. Stop arguing, rebook somewhere that files routinely, and call +86-12367 if you are stuck.

Visitors refused at check-in, travellers booking a late arrival in a smaller city, and anyone holding a single budget-hotel booking with no fallback bed.

Check before you rely on it

The desk is not judging you. It is avoiding a filing it does not know how to make. That changes what you should spend the next ten minutes on.

On the night

Six moves, in this order

  1. 1.Ask one question instead of arguing: can this property register a foreign guest at all? That is a different question from whether staff want to.
  2. 2.If the answer is no, stop. The registration capability is not something the front desk can create while you stand there.
  3. 3.Photograph the booking record and get the refusal in writing or by message, so the refund claim has evidence.
  4. 4.Rebook somewhere that files foreign-guest registrations routinely, and confirm that on the phone before you travel across town.
  5. 5.If you are stuck with nowhere to sleep, call the immigration service hotline on +86-12367, which answers English around the clock.
  6. 6.If tonight becomes an apartment or a friend's flat instead, the 24-hour registration duty moves to you and your host.

Are they allowed to do this?

What three authorities said, and what it is worth at the desk

Useful for understanding the refusal. Not a document that reverses it.

The Ministry of Public Security, the Ministry of Commerce and the National Immigration Administration answered complaints from travellers of several nationalities and stated that the hospitality industry must not refuse foreign nationals by claiming a lack of foreign-related qualifications. That statement was made in May 2024 and reaches us as a news item republished on a municipal government portal. It sets the official position. It does not give you a rule the night manager can be shown.

What the hotel actually has to do

Hotel operators must register guests and verify identification documents, and must submit foreign guests' registration forms to the local public security authority within 24 hours. A property that is not set up for that step refuses rather than files.

It is not you, and it is not rare

A post on the central government website on 24 May 2024 reported travellers from Nigeria, the United Kingdom, Pakistan and other countries turned away by hotels claiming they lacked foreign-related qualifications or did not know how to enter the information into the system.

Where it concentrates

The problem is described as particularly prevalent in small cities and budget hotels. Nothing published ranks chains or brands, so treat a phone call to the property as the only reliable check.

The law behind the front desk

Hotels register foreign guests and submit the registration information to the local public security organ. A hotel that fails to register foreign guests is punished under the Law on Penalties for Administration of Public Security.

Refused check-in questions

Short answers for the desk, the phone call, and the night you end up somewhere that is not a hotel.

Can a hotel in China refuse to check in a foreign guest?

In May 2024 the Ministry of Public Security, the Ministry of Commerce and the National Immigration Administration stated that the hospitality industry must not refuse foreign nationals by claiming a lack of foreign-related qualifications. Refusals still happen, mostly in small cities and budget properties.

Why do they say they cannot do it?

A hotel must verify your identity document, register your stay, and submit the foreign guest's registration form to the local public security authority within 24 hours. Staff who are not set up for that step refuse rather than file it.

What should I do standing at the desk?

Ask whether the property can register a foreign guest at all, keep the booking record and the refusal for your refund claim, and move to a property that files routinely. Arguing does not create the capability the property is missing.

Is there anyone I can call in English?

The China Immigration Service Hotline on +86-12367 runs 24 hours and answers English directly. The same service is in the NIA 12367 app and its WeChat and Alipay mini programs.

Will showing them the rule change the answer?

Treat it as unlikely. The May 2024 statement is a position taken by three authorities and reported as news, not a document the front desk can be shown. Spend the time on a property that can file instead.

What if I switch to an apartment or a friend's place?

The registration duty moves to you and your host, and the clock is 24 hours from arrival. Filing is online in seven provincial-level regions and at a counter everywhere else.

What this page will not promise

A refused traveller is being sold certainty everywhere else. Here is where the sources stop.

  • No opened source names a complaint channel for a hotel refusal. The 12367 hotline is an immigration service line, not a complaints line.
  • No opened source says a refused traveller is owed a refund. Keep the evidence and claim through the platform you booked with.
  • No opened source ranks hotel brands or chains by whether they take foreign guests.
  • No opened source quantifies how common refusals are in 2026. The pattern below is the authorities' own description from 2024.
