Left on a Chinese train: which station is holding it, what the railway checks before handing it back, and how long it keeps it

In short

I left something on a Chinese train. What does the railway actually do with it?

It leaves the train and goes to a station. Under article 58 of China State Railway Group's own passenger transport regulation, staff draw up a transport record noting the article name and the number of pieces and hand the item to the station where you got off; where that cannot be determined, to a station ahead on the route or to the train's terminating station. Article 59 then requires the station's lost-and-found office to register it, keep it safely, and announce it on the 12306 website or at the station. To collect it you present a valid identity document and go through six particulars with the office — time, place, train number, article name, number of pieces and weight — and sign for the item. A storage fee is permitted. Fresh, perishable goods and food are not kept at all.

Back to the transport hub

Applies to

Passenger carriage inside the country by railway transport enterprises belonging to China State Railway Group and by the joint-venture railway companies it controls, which is the scope article 2 of that regulation sets for itself.

Check before you rely on it

Two official texts govern this, and they do not agree on how long an item is kept. The enterprise regulation in force since 2023-01-01 says only that unclaimed items are dealt with under the relevant state provisions. The ministerial regulation in force since 1997-12-01, still published in 12306's own laws-and-regulations section, sets 90 days to a station announcement, 90 more to a sale and 180 days to claim the proceeds. Neither repeals the other — the enterprise text names the ministerial one as its own basis — so both are stated here with their dates.

Information checked:

The question this page answers is whose office is holding your property and what that office has published about giving it back. It is not about theft, and it is not about what the security gate refuses on the way in.

The published sequence

From noticing it is gone to signing for it

  1. 1.Tell a railway member of staff, on the spot and at once. The 12306 FAQ's answer to the question of what a passenger does on losing something puts this first, and names no phone line, website form or app as the first step.
  2. 2.Expect the item to leave the train. If you have already got off, staff draw up a transport record noting the article name and the number of pieces, and hand the item to a station — so the question that matters is which station, not which carriage.
  3. 3.Work out which station is holding it. Under the 2023 enterprise regulation the default is the station where you got off; where that cannot be determined, the item goes to a station ahead on the route or the train's terminating station. The 1997 ministerial regulation names only the station where you got off, or the train's terminus.
  4. 4.Look for the announcement. The 2023 enterprise regulation requires the station's lost-and-found office to register the item, keep it safely, and announce it on the 12306 website or at the station.
  5. 5.Bring a valid identity document and the details of the journey. At handover the station checks a valid identity document and then goes through six particulars one by one — time, place, train number, article name, number of pieces and weight — before you sign for it.
  6. 6.Expect a possible custody fee. The same article allows a railway transport enterprise to charge a storage fee for an item it has kept, under the applicable laws, administrative regulations and rules; it publishes no amount.
  7. 7.If the loss happened during the journey and you want compensation rather than the item, note the limit in the 1997 regulation: a passenger's right to compensation for loss of belongings carried on their person is for loss caused by the carrier's fault during the period of carriage.

Read this before you chase the train

Four things the rule settles that travel advice usually gets wrong

Each of these is in the text of one of the two regulations, not in a station's discretion.

  • The item does not stay on board. Article 58 sends it to a station with a transport record. Following the train to its next stop is not how the procedure works.
  • The announcement goes on 12306 or at the station. Article 59 names those two surfaces. What the notice contains, and whether it can be searched by train number, is not published anywhere this site could read.
  • The office may charge you to have kept it. The second paragraph of article 59 permits a storage fee under the applicable laws and regulations, and publishes no amount.
  • Food and anything perishable is outside the service. The railway states in two places that it accepts no responsibility for keeping fresh, perishable goods and food.

Two official texts, three disagreements

Where the enterprise regulation and the ministerial regulation do not match

Both were read in full on the date below. Article 1 of the 2023 text names the 1997 regulation as one of the instruments it is made under, which places it below that text rather than in place of it — so neither column can be dropped.

The railway's first instruction is to find a member of staff, not a form

12306's FAQ entry on lost items runs to two questions. The first answer states that passengers are responsible for looking after their own belongings, that a passenger who loses something at a railway station or on a train should report it to railway staff without delay, and that stations with heavier passenger flows all have a lost-and-found office. Nothing in it points to a website, a hotline or a search form as the opening move. The railway files this page under Special Situations, alongside losing the ID document used to buy the ticket — a separate procedure that should not be run together with this one.

The item is handed to a station, and which station is written into the rule

Article 58 of the 2023 enterprise regulation requires staff who find a passenger's lost item to make an active effort to find its owner. If the passenger has already got off, staff draw up a transport record noting the article name and the number of pieces and hand the item to the station where the passenger got off. Where that cannot be determined, the item goes to a station ahead on the route or to the train's terminating station. The practical consequence: the item does not stay on the train, so chasing the train is the wrong move.

Who keeps it, where it is announced, and the six particulars checked at handover

Article 59 of the 2023 enterprise regulation is the core of the procedure. Stations are required to set up a lost-and-found office; for items found at the station or handed over from a train it must register them promptly, keep them safely, and announce them on the 12306 website or at the station. When the owner comes to collect, the office checks a valid identity document and goes through six particulars — time, place, train number, article name, number of pieces and weight — and once they match, the owner signs for the item.

A storage fee is permitted, and no amount is published

The second paragraph of article 59 states that a railway transport enterprise may charge a storage fee for a lost item it has kept, in accordance with the relevant laws, administrative regulations and rules. The article stops there: it gives no rate, no basis of calculation and no ceiling, and refers the question out to other instruments rather than answering it.

Fresh, perishable goods and food are not kept at all

The third paragraph of article 59 states that the railway accepts no responsibility for keeping fresh or perishable goods and food. The same sentence appears word for word as the whole of the second answer on 12306's lost-items FAQ page, which asks which lost items are not kept — two separate first-party pages carrying the identical rule. The 1997 ministerial regulation approaches it from the other end: perishable items are to be dealt with promptly, and food is one of the two classes excluded from being forwarded to another station.

The duties of a railway holding your property, spelled out in the 1997 text

Article 95 of the 1997 ministerial regulation covers baggage, parcels, lost items and deposited items that cannot be delivered: the carrier must register them in a ledger, keep them safely, and not use them. Firearms and ammunition, confidential documents and other articles that state law forbids trading in are to be passed to the relevant authorities without delay, and items liable to spoil are to be dealt with promptly.

The only published clock: 90 days to a station announcement, 90 more to a sale

Article 96 of the 1997 ministerial regulation sets the one timetable found anywhere in this pass. For a lost item the clock starts on the day the carrier receives it. Where no one has claimed it within 90 days, the carrier must post an announcement at the station. Where no one has claimed it 90 days after that announcement, the carrier must report the matter to the next higher competent authority for approval and may then sell the item.

After a sale: 180 days to claim the proceeds, then the state treasury

Article 97 of the same regulation deals with the money. From the proceeds of the sale, the storage fee and the costs of the sale itself are deducted. Where the passenger, consignor or consignee comes to collect the remainder within 180 days, the carrier refunds it against a written proof of ownership of the article they produce. Where no one comes, the money is turned over to the state treasury. This is the railway side's own end point, and it is not the same end point as the Civil Code wording the airport page quotes.

Forwarding to the station nearest you — a 1997 provision with a 5 kg line

Article 56 of the 1997 ministerial regulation states that where a lost item needs to be forwarded by rail to the station where its owner is, forwarding is free for an item within 5 kg, and above 5 kg the receiving station collects additional carriage by category. Two classes are not forwarded at all: the articles listed in article 52, which is the article opening with the list of what may not be taken into a carriage, and food. The 2023 enterprise regulation contains no forwarding provision of any kind, so this is a 1997 text and not a described current station service.

Deposited luggage is a different legal state from a lost item

Article 54 of the 1997 regulation puts porterage and temporary deposit among the services a station may run and charge for. That is a service a passenger asks for and pays for; a lost item is property in the carrier's hands without any such arrangement. The two sit in different articles and should not be read across — paying a left-luggage counter does not put an item into the lost-property procedure, and the lost-property procedure is not a left-luggage service.

If the item turns up after you have already been compensated

Article 122 of the 1997 regulation covers the reverse case. Once a lost item of hand luggage, baggage or a parcel is found, the carrier must notify the passenger, consignor or consignee to collect it promptly, cancel all compensation formalities and recover the full amount paid out. Where the passenger, consignor or consignee declines to take the item back, it is handled as an undeliverable item.

The limit on compensation, and the window it applies in

The passenger rights in article 9 of the 1997 regulation include the right to claim compensation from the carrier for loss of belongings carried on the person caused by the carrier's fault during the period of carriage — the fault condition is in the text, so losing something is not by itself a ground for a claim. Article 8 fixes the window: the contract of carriage is formed when the ticket is sold and performed when carriage ends and the passenger leaves the station as the ticket provides, and the period of carriage runs from passing the ticket gate into the station to leaving the station at the destination.

The one set of official contact channels with a first-party source

Article 111 of the 2023 enterprise regulation names the China Railway Customer Service Center as the group's single national customer service centre, handling passenger complaints, suggestions and enquiries, with the 12306 website as its service site, 12306 as its service telephone number and kyfw@12306.cn as its service mailbox. Neither regulation publishes a telephone number or opening hours for any station's lost-and-found office. Article 109 points the same way: changes to a station's opening and scope of business are published at the station's business premises or on the 12306 website, which is the railway's standing announcement surface.

Why both documents count, and neither cancels the other

Article 1 of the 2023 enterprise regulation names the instruments it is made under: the Civil Code, the Railway Law, the Regulations on Railway Safety Administration, and the ministerial Railway Passenger Transport Regulation and the real-name ticket management measures. Naming the ministerial regulation as its own basis places the enterprise text below it rather than in place of it. The 1997 text is still published in 12306's own laws-and-regulations section, carries no repeal wording of its own, and its final article repeals only the 1991 regulation it replaced. The enterprise regulation applies to passenger carriage inside the country by railway transport enterprises belonging to China State Railway Group and by the joint-venture railway companies it controls, and took effect on 2023-01-01; the ministerial regulation took effect on 1997-12-01 and is amended and interpreted by the State Council's competent railway authority.

In short

The questions the two regulations actually answer

Which station, where the notice goes, what you bring, how long they keep it, what it costs, and whether they will post it on.

I left something on a Chinese train — which station do I go to?

The station you got off at, in the first instance. Article 58 of the 2023 enterprise regulation has staff draw up a transport record noting the article name and the number of pieces and hand the item to the station where the passenger got off, and where that cannot be determined, to a station ahead on the route or to the train's terminating station. The 1997 ministerial regulation names the station you got off at or the train's terminus. Either way the item leaves the train, so the station rather than the train is where to ask.

Where does the railway announce items it is holding?

On the 12306 website or at the station. Article 59 of the 2023 enterprise regulation requires the station's lost-and-found office to register an item promptly, keep it safely and announce it on the 12306 website or at the station. Article 109 of the same regulation uses the same pair of surfaces for station business changes, which is a second indication that the 12306 website is the railway's standing announcement channel. What the announcement looks like, and whether it can be searched by train number, is not stated on any page opened in this pass.

What do I need to bring to collect it?

A valid identity document, plus the facts of the journey. Article 59 requires the office to check a valid identity document and then to go through six particulars one by one — time, place, train number, article name, number of pieces and weight — with the owner signing for the item once they match. Which documents count as valid is not listed: the regulation says only valid identity document, and unlike Beijing Capital Airport's lost-and-found page it does not name a passport. That gap is left visible on this page rather than filled in.

How long will the railway keep it?

Two official answers, and they do not match. The 2023 enterprise regulation says only that unclaimed lost items are dealt with in accordance with the relevant state provisions, giving no period at all. The 1997 ministerial regulation, still published in 12306's laws-and-regulations section, sets 90 days from receipt to a station announcement and a further 90 days after that announcement before the item may be sold with the approval of the next higher competent authority. Both are stated side by side on this page with their commencement dates, because neither text repeals the other.

Does the railway charge to hold an item?

It may. The second paragraph of article 59 of the 2023 enterprise regulation states that a railway transport enterprise may charge a storage fee for a lost item it has kept, in accordance with the relevant laws, administrative regulations and rules. No rate, basis of calculation or ceiling is published in the article, and neither regulation gives one elsewhere.

Will they keep food I left behind?

No. The third paragraph of article 59 states that the railway accepts no responsibility for keeping fresh or perishable goods and food, and the same sentence is the entire answer to the second question on 12306's lost-items FAQ page. The 1997 regulation reaches the same place from two directions: items liable to spoil are to be dealt with promptly, and food is one of the two classes that are not forwarded to another station.

Can the railway post it on to me?

One official text provides for it, and it is the older one. Article 56 of the 1997 ministerial regulation states that where a lost item needs to be forwarded by rail to the station where its owner is, forwarding is free for an item within 5 kg, and above 5 kg the receiving station collects additional carriage by category; the articles listed in article 52 and food are not forwarded. The 2023 enterprise regulation has no forwarding provision at all, so this page states the 1997 text with its date rather than describing it as a service a station runs today.

Who do I call if the station cannot help?

The only contact channels with a first-party source here are the national ones. Article 111 of the 2023 enterprise regulation names the China Railway Customer Service Center as the group's single national customer service centre for complaints, suggestions and enquiries, with the 12306 website as its service site, 12306 as its service telephone number and kyfw@12306.cn as its service mailbox. Neither regulation publishes a number or opening hours for any individual station's lost-and-found office.

Could not confirm

What this page will not assert

The gaps cluster in one place: what happens between the station taking your property in and anybody deciding what to do with it. Two regulations, and neither of them says.

  • How long a station actually keeps an ordinary item in practice. The two published texts disagree on whether a period exists at all: the 2023 enterprise regulation refers the question out to the relevant state provisions, and the 90 and 180 day figures on this page belong to the 1997 ministerial regulation and are attributed to it.
  • What a storage fee comes to. Article 59 permits one and names no amount, no basis of calculation and no ceiling, and no rate appeared on any page opened in this pass.
  • Whether a foreign passport is accepted as the valid identity document at the handover check. Article 59 says only valid identity document and lists nothing. This page will not infer either that a passport is accepted or that it is not.
  • What happens when a station passes an item on to the public security organs. Neither regulation mentions that step anywhere in its full text, so this page does not describe a police stage of the railway procedure.
  • The text of any later edition of the enterprise regulation. 12306's mobile service carries a page titled with the regulation's name, but the version delivered on the day of this check was a 2429 byte application shell whose text is injected by script, with no article text in it. Everything on this page is taken from the edition that took effect on 2023-01-01 and was read in full.
  • Any article number, commencement date or newly added service from an edition this site could not read. Reports of a renumbered lost-property article and of a new holding-and-forwarding service were encountered only in search summaries, never on a first-party page, so they appear nowhere on this page.
  • What the announcement on the 12306 website contains, and whether it can be searched. Article 59 names the website as an announcement surface without describing the notice; the lost-item search form on 12306's service menu answers with a redirect to an error page unless signed in, so its procedure text was not read.
  • Which level the next higher competent authority in article 96 refers to, and how the sale itself is conducted. The article names the approval step without defining either.
  • How a station chooses between a station ahead on the route and the terminating station under article 58. The article gives both options and no test for picking one.
  • Opening hours, location or a direct telephone number for any station's lost-and-found office. Neither regulation contains a single word on any of the three.
