What a Chinese coach station takes off you: the road-coach catalogue of banned, restricted and hold-only items

In short

What can I take through a Chinese coach station security check?

The list is a named document, not the station's judgement: the Catalogue of Items Banned, Restricted or Hold-Only on Road Coaches, published by the Ministry of Transport and the Ministry of Public Security under 交运规〔2021〕2号 and in force from 2021-06-20. It works in three lists. Some things may neither be carried nor consigned. Some may not be carried on your person but may go in the hold — kitchen knives, scissors, bats and cues, tools, bows, a self-defence spray up to 50 ml, and a pet in a closed container. And some may be carried within a quantity: 3000 ml of sealed alcohol between 24 and 75 percent by volume, 50 ml of nail polish, 600 ml of aerosols, 2 lighters and 2 boxes of matches, and no more than 5 power banks at 100Wh each.

Back to the transport hub

Applies to

Road coach services in mainland China. The catalogue is addressed to provincial transport and public security departments, and obliges stations and operators to publish it at their premises and in their sales channels.

Check before you rely on it

These are the figures in the catalogue as read on the date below. The document itself leaves room above them: the standard may be raised by the relevant State Council department or a provincial government in specific areas at specific times. The catalogue sets no baggage weight or piece allowance of any kind, and this page states none.

Information checked:

This is the road-coach rulebook. The railway catalogue and the aviation limits are separate documents by different authorities with different numbers — all three are on this site, and none of them substitutes for another.

List two of the catalogue

What may be carried, and how much

The quantities as the catalogue publishes them. Read the condition column — four of these are combined totals rather than per-item figures, and the power-bank entry sets a count and a per-unit energy at once.

ItemLimitCondition
Sealed and intact packaging, clear markings, and a strength band inclusive at both ends. It is a combined total, not a per-bottle figure.
A combined total across both.
Perm lotion, hair dye, mousse, hair spray, insecticide, air freshener and similar aerosols, counted together.
Safety matches and ordinary lighters only.
100Wh』, with clear markings. Two conditions at once: a count, and a per-unit rated energy.
An open sixth entry — the list does not claim to be closed.

Where a power bank does not print its rated energy, the official page gives a conversion inside a bracket — and publishes the formula itself as an image rather than as text. The image, fetched and read separately, carries one line: Wh = V × mAh /1000.

The published facts

What the catalogue is, and how its three lists divide the bag

Each line links the official page and the day we read it. Sources read 2026-10-22.

Two ministries, one announcement, in force since 2021-06-20

The list is 《道路客运车辆禁止、限制携带和托运物品目录》, published by announcement 交运规〔2021〕2号 and signed 『交通运输部 公安部』 on 『2021年6月9日』. Its opening paragraph gives both the authority and the commencement: 『为落实《中华人民共和国反恐怖主义法》《中华人民共和国道路运输条例》等有关法律、行政法规规定,保障旅客人身财产安全和道路旅客运输安全,现公布《道路客运车辆禁止、限制携带和托运物品目录》,自2021年6月20日起施行。』 It is addressed to provincial transport and public security departments, which is why it reaches every coach station rather than one company's terms.

Stations and operators are required to publish it where you buy the ticket

Second paragraph: 『道路旅客运输站经营者、道路客运经营者应当在经营场所及售票渠道公示《道路客运车辆禁止、限制携带和托运物品目录》,履行告知义务。』 The same paragraph puts the screening duty on station operators and on operators running customised services, requires trained screeners and workable equipment, and adds 『旅客应当自觉遵守相关规定,配合做好安全检查。』 So the list is meant to be readable at the premises and in the sales channel, not discovered at the scanner.

Three lists, and the third one is the one people misread

The catalogue's headings are 『一、禁止携带和托运的物品目录』, 『二、限制携带和托运的物品目录』 and 『三、禁止旅客随身携带但可以在行李舱放置(托运)的物品目录』. The third says banned from being carried on your person — not banned outright. Something in list one cannot travel at all; something in list three travels in the hold.

The word the rule uses for all of this, and where it is defined

The ministry rule defines the term rather than the contents. Article 15(4) of 《道路旅客运输及客运站管理规定》 speaks of 『国家规定的危险物品及其他禁止携带的物品(以下统称违禁物品)』 — state-designated dangerous goods and other items banned from being carried, collectively 违禁物品. The rule never lists them; this catalogue is the list.

Official source: Ministry of Transport disclosure site (xxgk.mot.gov.cn), 主题分类:部颁规章; 公文类型:部令; 机构分类:法制司 — 《道路旅客运输及客运站管理规定》— Provisions on the Administration of Road Passenger Transport and Coach Stations, 交通运输部令2023年第18号, 现行有效 (source 2023-12-08; read October 22, 2026)

The standard can be raised in some places at some times

Fifth paragraph: 『在特定区域、特定时间,国务院有关主管部门或省级人民政府根据需要依法决定提升道路客运车辆违禁物品查控标准的,从其规定。』 There is also a carve-out for people entitled to carry controlled items in the course of duty: 『军人、武警、公安民警、民兵、射击运动员等人员依法可以携带、托运枪支弹药或管制器具的,按照国家有关规定办理。』 Everything below is therefore the standing national list, not a guarantee for one date and one station.

List three of the catalogue

Refused at the person, accepted in the hold

The heading says banned from being carried on your person, not banned outright. These five categories travel under the coach rather than beside you — and one of them, the pet entry, has no counterpart on this site's railway or aviation pages.

Everyday blades, professional blades and performance blades alike — with no length threshold anywhere in this entry.

Sticks and clubs, bats, billiard cues, hockey sticks.

  • 工具农具 — tools and farm implements

Drills, chisels, awls, saws, axes, welding torches, hammers, ice axes, rakes, spades, mattocks, hoes, pitchforks, sickles and fodder knives.

  • 其他 — other

Recurve and compound bows and similar non-mechanical archery gear, darts, catapults, and self-defence sprays of no more than 50毫升 — note that the spray is allowed into the hold at that size, not onto your seat.

  • 宠物 — a pet

Four conditions together: identity papers, a quarantine certificate, a closed container, and a hold with ventilation — and the operator is to explain the ventilation and temperature conditions during the journey. The catalogue does not say which papers count as 『身份证明和检疫证明』.

List one of the catalogue

What may neither be carried nor consigned

Ten classes. These are the entries with a detail a traveller can act on — the knife thresholds, the strength line for alcohol, the one medical exception, and the service-dog carve-out.

Controlled knives, and the two angle-and-length lines

List one's controlled-instruments entry: 『管制刀具:匕首、三棱刀(包括机械加工用的三棱刮刀)、带有自锁装置的弹簧刀(跳刀)、刀尖角度小于60度、刀身长度超过150毫米的各类单刃、双刃和多刃刀具,刀尖角度大于60度、刀身长度超过220毫米的各类单刃、双刃和多刃刀具,以及符合上述条件的陶瓷类刀具等;』 — a sharper point with a blade over 150毫米, or a blunter point with a blade over 220毫米, and ceramic blades meeting the same description. The same entry bans batons, military or police daggers, bayonets, tear-gas devices, stun devices, crossbows and crossbow bolts. These are prohibited outright, unlike the everyday knives in list three.

Strong alcohol, and alcohol you cannot read the label on

The flammable-liquids entry in list one names 『体积百分含量大于75%或标识不清晰的酒精及酒类饮品』 alongside petrol, kerosene, diesel, benzene, methanol, acetone, ether, paint and thinners. Above 75%, or with unclear markings, it is prohibited — not merely restricted. Below 24% is in neither list; see the gap noted on this page.

Compressed gases — with one medical exception

The compressed and liquefied gases entry runs 『氢气、甲烷、乙烷、环氧乙烷、二甲醚、丁烷、天然气、乙烯、氯乙烯、丙烯、乙炔(溶于介质的)、一氧化碳、液化石油气、氟利昂、氧气(供病人吸氧的袋装医用氧气除外)、水煤气等;』. The parenthesis is the only medical exception anywhere in list one: bagged medical oxygen for a patient to breathe.

A service dog is carved out of the live-animal prohibition

Live animals sit inside that entry, and the exception is written with three conditions — a dog tag worn as required, a lead, and a muzzle. The catalogue does not define what a service dog is, and the carve-out for a small number of poultry is given only to rural service operators, and only as something they may permit.

The classes this page does not enumerate, and who defines them

List one's remaining headings are firearms, ammunition and their main components; explosives; toxic substances; corrosives; radioactive materials; infectious substances; and 『(十)国家法律、行政法规、规章规定的其他禁止携带、运输的物品。』 Two of them hand their detail to outside registers — 『详见《放射性物品分类和名录(试行)》』 and 『详见《人间传染的病原微生物名录》中危害程度分类为第一类、第二类的病原微生物』. Neither register was opened for this page, so their contents are not reproduced here.

When the check stops something

The routes the documents give, step by step

  1. 1.If it is in list three — banned from your person but allowed in the hold — the catalogue's own instruction is 『旅客应当交由相关工作人员放置于行李舱或自行妥善处置』: hand it to staff for the hold, or deal with it yourself.
  2. 2.Where the station is equipped for storage, that is the second route: 『具备条件的道路旅客运输站也可提供寄存服务,寄存期限及逾期处置方式等事项应当与旅客协商一致。』 The period and what happens if it is left too long are agreed with you, not fixed by the catalogue.
  3. 3.Check which list the item is in before assuming the hold will take it. List one items cannot be carried or consigned at all; only list three is refused at the person and accepted in the hold.
  4. 4.Refusing the check, or insisting on a banned item, ends the journey rather than the item: 『
  5. 5.The ministry rule says the same thing from the station's side. Article 50: a passenger who will not cooperate with the baggage check, or insists on carrying a banned item, 『
  6. 6.Nothing in either document fixes a fine for the passenger. The catalogue goes as far as refusal of service and referral to the public security authority, and sets no amount.

One gap, stated rather than filled

Alcohol below 24 percent is in neither list

This is a hole in the document as published, and it is the kind of hole that gets filled with invention elsewhere.

The prohibited list names only alcohol 『大于75%或标识不清晰的』 — above 75 percent by volume, or with markings you cannot read. The restricted list covers only 『大于或等于24%、小于或等于75%』. Beer, most wine and anything else weaker than 24 percent appears in neither entry. The catalogue does not say it is allowed, and it does not say it is limited, so this page reports the gap and leaves it there.

Remember the other opening the document leaves itself: the standard may be raised by the relevant State Council department or a provincial government in specific areas at specific times.

Where the screening happens

The station, the crew of a platform-booked coach, and the hold

The catalogue says what, and the ministry rule says where and by whom — including the coach booked through an app, which is screened on board rather than in a hall.

The station is required to screen the coach before it leaves

Article 71 of the ministry rule: 『客运站经营者应当对出站客车进行安全检查,采取措施防止违禁物品进站上车,按照车辆核定载客限额售票,严禁超载车辆或者未经安全检查的车辆出站,保证安全生产。』 Article 101(3) attaches a penalty to the failure — 『处1万元以上3万元以下的罚款』 for a station that lets a vehicle depart without, or having failed, the safety check.

Official source: Ministry of Transport disclosure site (xxgk.mot.gov.cn), 主题分类:部颁规章; 公文类型:部令; 机构分类:法制司 — 《道路旅客运输及客运站管理规定》— Provisions on the Administration of Road Passenger Transport and Coach Stations, 交通运输部令2023年第18号, 现行有效 (source 2023-12-08; read October 22, 2026)

A coach booked through a platform is screened on board, by the crew

Customised services (定制客运) are defined in Article 59 as scheduled-route operators selling online through an e-commerce platform and setting departure times and pick-up points flexibly, on vehicles certified for 『7人及以上』 (Article 60). Article 66 then requires: 『班车客运经营者应当为定制客运车辆随车配备便携式安检设备,并由驾驶员或者其他工作人员对旅客行李物品进行安全检查。』 Portable equipment, operated by the driver or another crew member — not a station hall.

Official source: Ministry of Transport disclosure site (xxgk.mot.gov.cn), 主题分类:部颁规章; 公文类型:部令; 机构分类:法制司 — 《道路旅客运输及客运站管理规定》— Provisions on the Administration of Road Passenger Transport and Coach Stations, 交通运输部令2023年第18号, 现行有效 (source 2023-12-08; read October 22, 2026)

Putting something in the hold is a registered, inspected act

The second paragraph covers loading — within the hold's internal dimensions, within the vehicle's permissible mass, balanced, and secured against rolling. The article is about the hold's limits and the consignor's identity; it sets no passenger baggage weight or piece allowance.

Official source: Ministry of Transport disclosure site (xxgk.mot.gov.cn), 主题分类:部颁规章; 公文类型:部令; 机构分类:法制司 — 《道路旅客运输及客运站管理规定》— Provisions on the Administration of Road Passenger Transport and Coach Stations, 交通运输部令2023年第18号, 现行有效 (source 2023-12-08; read October 22, 2026)

A coach with no underfloor hold

A stacking area inside the cabin is permitted, must be segregated from the seats, and may never carry passengers.

Official source: Ministry of Transport disclosure site (xxgk.mot.gov.cn), 主题分类:部颁规章; 公文类型:部令; 机构分类:法制司 — 《道路旅客运输及客运站管理规定》— Provisions on the Administration of Road Passenger Transport and Coach Stations, 交通运输部令2023年第18号, 现行有效 (source 2023-12-08; read October 22, 2026)

Left luggage is a station service — where the station has one

Article 77 lists what a coach station is to provide, including 『行李寄存和托运』 among its service facilities. The catalogue's own wording on storage is narrower: 『具备条件的道路旅客运输站也可提供寄存服务,寄存期限及逾期处置方式等事项应当与旅客协商一致。』 Stations that are equipped for it may offer storage, with the period and the handling of anything left too long agreed with the passenger. No document opened here guarantees that a given station offers it.

In short

The questions the catalogue actually answers

Alcohol, power banks, knives, dogs, what becomes of a refused item, and why none of it transfers to a railway station or an airport.

How much alcohol can I take on a Chinese long-distance coach?

Up to 『累计不超过3000毫升』, on three conditions read together: sealed and intact packaging, clear markings, and a strength of at least 24 and at most 75 percent by volume. Above 75 percent, or with markings you cannot read, it moves into the prohibited list instead. This is the road-coach catalogue issued by the Ministry of Transport and the Ministry of Public Security; the railway figure comes from a different announcement by different bodies and is not interchangeable.

Can I take a power bank on a coach?

Within two limits at once: 『标识清晰的充电宝、锂电池数量不超过5块,单块额定能量不超过100Wh』 — no more than 5 units, each rated at no more than 100Wh, with clear markings. Where a unit does not print its Wh rating, the official page gives a conversion in a bracket, 『(如充电宝或锂电池未直接标注额定能量Wh,则可以按照[图片]计算)』, and the formula itself is published as an image on that page rather than as text. The image reads Wh = V × mAh /1000.

Can I take a kitchen knife or scissors on a coach?

Not on your person. Everyday blades — kitchen knives, fruit knives, scissors, utility knives and paper knives — are in list three, refused at the person and accepted in the hold, and this list sets no length threshold at all. Controlled knives are a separate matter in list one and are prohibited outright: a blade over 150毫米 with a point angle under 60度, or over 220毫米 with a point angle over 60度, plus daggers, spring-lock knives and the rest of that entry.

Can my dog travel on a long-distance coach?

Two different entries cover two different animals. A service dog is excepted from the live-animal prohibition in list one, on three conditions the catalogue states: a dog tag worn as required, a lead, and a muzzle. A pet is in list three and travels in the hold, with identity papers, a quarantine certificate, a closed container and a ventilated hold, and the operator is to explain the ventilation and temperature conditions. The catalogue does not define what a service dog is, and this page does not borrow the aviation definition for it.

What happens to something security takes out of my bag?

For a list three item the catalogue's instruction is to hand it to staff for the hold or deal with it yourself, and a station equipped for storage may also take it in, with the period and overdue handling agreed with you. For a list one item there is no onward route. Refusing the check or insisting on a banned item means 『相关经营者应当拒绝提供服务』, with referral to the public security authority where the conduct breaches public-order law. No passenger fine is set in either document.

Is this the same list as at a railway station or an airport?

No. This catalogue is 交运规〔2021〕2号, issued by the Ministry of Transport and the Ministry of Public Security for road coaches. The railway catalogue is a separate announcement by the National Railway Administration and the Ministry of Public Security, with its own numbers and its own blade threshold, and the aviation limits are a third set again. Clearing one gate says nothing about the next, so each is on its own page here.

Could not confirm

What this page will not assert

A baggage allowance above all. Both ministry documents were read end to end for this pass and neither sets a weight or a number of pieces, so the figure travel sites repeat is absent here.

  • Any free baggage weight or number of pieces. Both ministry documents were read end to end for this pass: the rule's Articles 41 and 45 cover the hold's dimensions, mass balance and the stacking area, and the catalogue gives item classes and volume ceilings only. Neither sets a passenger baggage weight or piece limit, so the widely quoted 10 kg figure appears nowhere on this page.
  • What the registers the catalogue defers to contain — 《放射性物品分类和名录(试行)》 and the first and second hazard classes of 《人间传染的病原微生物名录》. Neither was opened, so no substance list is reproduced for those two classes.
  • Whether alcohol below 24 percent by volume may be carried. The prohibited list names only 『大于75%或标识不清晰的』, and the restricted list covers only 『大于或等于24%、小于或等于75%』. Anything weaker is in neither entry. That is a gap in the document as published, and this page states the gap rather than filling it.
  • Any fine or penalty aimed at the passenger. The catalogue goes as far as refusal of service and referral to the public security authority; the penalties in the ministry rule fall on the station or the operator. No figure for a passenger appears in either.
  • Which papers satisfy 『身份证明和检疫证明』 for a pet in the hold. The catalogue states the requirement and does not elaborate, and no quarantine authority page was opened for this page.
  • A definition of a service dog. The catalogue gives three wearing conditions in a bracket and no definition. The aviation definition on this site comes from a Civil Aviation Administration rule and is not transferable to a coach, so it is not used here.
  • Any description of how screening is run at a particular station — queue arrangements, whether bags go through a scanner, or how long it takes. Both documents set duties on operators, and no station was checked in this pass.
  • The content of the announcement's official interpretation page. The catalogue's host page links to a 解读; it was not opened, because the announcement and all three lists are carried in full on the page itself and the practice here is to quote the instrument rather than a gloss on it.
