Arrival readiness

Flying inside China with a wheelchair or an assistive device: two deadlines, one short annex, and the battery rule nobody can quote

In short

I use a wheelchair and I am flying a domestic sector in China. What does the rulebook actually require of me?

Two deadlines and one short list. A checked electric wheelchair, an onboard narrow aisle wheelchair or in-flight medical oxygen must be requested at booking and no later than 48 hours before the scheduled departure time. On the day, if you need boarding or deplaning help, you check in two hours before general check-in closes — not two hours before the flight — and an electric wheelchair is handed over by that same mark. Annex 1 of the rule lists nine devices that cannot be treated as hand baggage, including a folding wheelchair, and one further device is checked free. Miss either deadline and the duty becomes best efforts without delaying the flight, not refusal.

Back to the transport hub

Applies to

A passenger with a disability holding a valid ticket on a carrier established under Chinese law, flying a domestic or international sector. The rulebook draws its line by carrier, and no article in it distinguishes passengers by nationality.

Check before you rely on it

Facts come from the regulator's own full text of 《残疾人航空运输管理办法》 and its Annex 1, plus the 2026 measures 民航规〔2026〕7号, all read in full on the date below. Deliberately absent: any watt-hour figure for a wheelchair battery, because the rule hands that to the dangerous-goods regulations and copies no number; any claim that a given airport has low counters or ramp boards today; and any disability certificate requirement, which appears nowhere in the 65 articles.

Information checked:

One rulebook from 2015 carries every passenger-side deadline, and a 2026 normative document sits alongside it adding duties on airports and carriers. The covering notice says the two are implemented together, so nothing below has been superseded.

The published clauses

What the regulator states, article by article

Each line links the official document and the day we read it. Sources read 2026-10-19.

One rulebook, in force, and a 2026 document that runs alongside it rather than replacing it

The rule is 《残疾人航空运输管理办法》, carried on the regulator's own government-document page with 『文号:民航发〔2014〕105号』, 『发文日期:2015-01-22』 and 『有效性:有效』 in its metadata block. Note that the document number is a 2014 number while the issue date is 2015. Nothing in the 65 articles distinguishes passengers by the passport they hold.

Almost every right in the rulebook hangs on one defined term

A valid ticket, travelling on the flight it names, using the facilities the carrier and airport provide, and meeting the same reasonable non-discriminatory contract terms as everyone else.

The 48-hour request window — the deadline the whole page turns on

Five items follow, and three of them are device items: 『(二)托运电动轮椅;』, 『(三)提供机上专用窄型轮椅;』 and 『(一)供航空器上使用的医用氧气;』. The clock runs to 航班离站时间, so an evening flight 47 hours out is already past it.

Official source: Civil Aviation Administration of China (www.caac.gov.cn), 信息公开 — 政府公文; 办文单位:运输司 — 《残疾人航空运输管理办法》— Measures for the Administration of Air Transport of Passengers with Disabilities, 民航发〔2014〕105号, 有效性:有效 (source 2015-01-22; read October 19, 2026)

The 24-hour reply duty covers four of those five items, not all five

Items (一) to (四) — oxygen, a checked electric wheelchair, the onboard narrow aisle wheelchair, and service for a group of passengers with disabilities — carry the 24-hour answer. The fifth item does not, and the fifth item is the service dog. So the reply duty is not a blanket promise that every special request comes back inside a day.

At the airport you are on a different clock from everyone else on your flight

The baseline is not departure time — it is the moment general check-in closes, and you are due two hours before that.

Missing either deadline downgrades the service rather than cancelling it

No request filed and no early check-in does not mean refusal — it means best efforts, conditional on not delaying the flight. 第七条 and 第八条 keep the refusal door narrow: a carrier may not refuse a qualifying passenger over appearance or involuntary behaviour, must state the legal basis for any refusal, and 『具备乘机条件的残疾人要求提供书面说明的,承运人应在拒绝运输后10日内提供。』

Annex 1 is only three categories and nine device names

The annex is a single table with two columns, 『类别』 and 『助残装置』. 盲人 lists 『盲杖』 in 『多功能』 and 『简易』 forms plus 『助视器』 and 『盲人眼镜』. There is no number anywhere in the table — no count, no size, no weight. And the chair on it is the folding chair, not a wheelchair in general: an electric wheelchair, a non-folding manual wheelchair and a portable oxygen concentrator are not on this table at all.

Official source: Civil Aviation Administration of China (www.caac.gov.cn), PDF attached to the rule page itself — 《残疾人航空运输管理办法》附件一《可带进客舱的助残设备》— Annex 1, the cabin assistive-device table (source 2015-01-22; read October 19, 2026)

What Annex 1 buys you in the cabin, and the words that limit it

Then the two sentences that are easy to miss: 『客舱内有存放设施和空间的,按照先到先存放的原则办理,助残设备的存放应当符合民航局关于安保、危险品航空运输的相关规定。』 First come, first stowed — so the protection is against being counted as ordinary hand baggage, not a reservation of cabin space. Where there is no space, the device is checked free rather than left behind.

One more device travels free beyond the annex, and the quantity is written as one

One item, checked, free, outside the annex list. The rule does not say what it may be and sets no weight or size for it.

Official source: Civil Aviation Administration of China (www.caac.gov.cn), 信息公开 — 政府公文; 办文单位:运输司 — 《残疾人航空运输管理办法》— Measures for the Administration of Air Transport of Passengers with Disabilities, 民航发〔2014〕105号, 有效性:有效 (source 2015-01-22; read October 19, 2026)

The electric wheelchair battery is handed to a different rulebook, and this page will not fill it in

第三十六条 requires an electric wheelchair to be checked and 『符合危险品航空运输的相关规定』; 第三十四条 likewise makes cabin stowage subject to 『民航局关于安保、危险品航空运输的相关规定』. Both clauses point outward and neither copies a figure: there is no watt-hour limit, no battery count and no packing instruction anywhere in the 65 articles. This page therefore publishes none. The site's power-bank page carries the lithium-battery rules that were actually read, and the dangerous-goods rule covering wheelchair batteries specifically was not opened in this pass.

Your own wheelchair goes as far as the cabin door, and the handover happens there

You cannot be asked to sign away a damage claim on the device

The one exception is damage that already existed when the device was accepted. 第三十七条 puts the packing duty on the carrier: a tag is attached, the identification stub goes to the passenger, and 『为防止丢失和损坏,承运人应将助残设备及其拆卸下的部件进行适当包装。』 What the rule does not give is any compensation figure.

Equipment to move through the airport is free, and there is a 30-minute limit on being left alone

第十八条 adds that movement inside the terminal may not be restricted to a particular area.

A medical certificate can be demanded in two situations only, and it expires in ten days

Its shelf life is fixed: 『医疗证明应当在具备乘机条件的残疾人在航班离站之日前10日内开具。』

Seating: four requests the carrier owes best efforts on, not a guaranteed allocation

第二十三条 bars the carrier from confining you to a particular seat or barring you from any seat. 第二十四条 then lists requests, under a verb that is weaker than it looks: 『具备乘机条件的残疾人提出以下座位需求的,承运人应尽力做出安排:』 The first is the movable-armrest aisle seat — 『(一) 具备乘机条件的残疾人使用机上轮椅进入客舱后,无法进入带固定扶手的过道座位的,承运人应为其提供一个带活动扶手的过道座位或方便出入的座位;』 — and the fourth covers restricted leg movement. 第十四条 is the matching information duty: on request the carrier tells you where the movable-armrest seats are, which seats are not offered, what the aircraft's limits are, what cannot be stowed in cabin or hold, and whether there is an accessible lavatory.

Boarding, off-peak deplaning, and what happens when the flight goes wrong

The same article puts you first in line when a flight has to be offloaded. 第三十条 prefers a jet bridge and, where there is none, requires boarding assistance including staff, an ordinary wheelchair, the onboard narrow aisle chair, air stairs or a lift. 第三十二条 covers an irregular flight: proactive information on refunds, endorsement and rebooking, a designated rest area with accessibility taken into account when accommodation is arranged, and asking what is needed rather than waiting to be asked.

The 2026 measures add a duty for non-electric chairs and only an encouragement for electric ones

One is 应当允许, the other is 鼓励 and limited to airports 有条件的. The covering notice also sets the relationship with the 2015 rulebook — the two are to be implemented 『一并贯彻落实』, so the newer document adds to the older one rather than superseding it.

Official source: Civil Aviation Administration of China (www.caac.gov.cn), 信息公开 — 规范性文件; full-text PDF attached to the normative-document page — 《关于加强残疾人航空运输保障能力的若干措施》— Measures to Strengthen Accessible Air Transport Capacity, 民航规〔2026〕7号, 有效性:有效 (source 2026-06-15; read October 19, 2026)

What the 2026 measures promise about terminals, and the condition attached to it

But the planning duty behind it is conditional: 『机场运营人在新建、改建、扩建、升级改造时』 — new build, rebuild, extension or upgrade. So this is not a statement that every Chinese terminal has a low check-in counter today. Cabin fittings are softer still: 『承运人应当逐步完善客舱内无障碍设施设备,包括配备可调节扶手、安全带加长装置,在客舱内常备机上专用窄型轮椅等。』 — 逐步完善, a progressive duty.

Where to file the request, and the single point of contact at the airport

Four named channels — the carrier's own website, its direct-sales platform, its app and its hotline. The same section requires the request to be labelled by disability type and carried through to check-in, security, boarding, cabin and ground handling. At the airport, 四(三) gives the counter a first-contact duty: 『机场综合服务柜台或爱心柜台应当履行首问负责制』, and the 2015 rulebook's 第十六条 is where that counter comes from in the first place.

Official source: Civil Aviation Administration of China (www.caac.gov.cn), 信息公开 — 规范性文件; full-text PDF attached to the normative-document page — 《关于加强残疾人航空运输保障能力的若干措施》— Measures to Strengthen Accessible Air Transport Capacity, 民航规〔2026〕7号, 有效性:有效 (source 2026-06-15; read October 19, 2026)

Jet bridge priority, ramp boards, and an escort for a passenger travelling alone

四(三) requires the airport operator to coordinate carriers and ground agents to 『优先安排轮椅旅客及其陪伴人员经廊桥登离机』 and, where a jet bridge or lift platform is used, 『应当统一配备尺寸适宜的斜坡导板』 to remove the height difference. For an unaccompanied passenger the duty is explicit and the extension is not: an escort 『为有明确需求的无人陪伴残疾人旅客提供专人陪伴服务』 is 应当, while covering the whole chain from the drop-off point to the pick-up point is 鼓励. Note the document itself writes 首问负责制 in one place and 首问责任制 in another.

In order, from booking to the cabin door

Count back 48 hours from departure, then two hours from the check-in cut-off

  1. 1.Count back 48 hours from the scheduled departure time, not from the day of travel. A checked electric wheelchair, an onboard narrow aisle wheelchair and in-flight medical oxygen all have to be requested at booking and no later than that mark
  2. 2.File the request through one of the channels the 2026 measures name — the carrier's official website, its direct-sales platform, its app or its customer hotline — and keep what the carrier replies. The 24-hour reply duty covers items (一) to (四) of 第十二条.
  3. 3.Ask the carrier the 第十四条 questions while you are still in the booking phase: where the movable-armrest seats are, which seats are not offered, what the aircraft cannot carry, what cannot be stowed in cabin or hold, and whether there is an accessible lavatory.
  4. 4.Check what is on Annex 1 and what is not. The folding wheelchair, walking frame, crutches, prosthesis, hearing aids, cochlear implant, white cane, low-vision aid and blind glasses are the whole list; an electric wheelchair, a non-folding manual chair and a portable oxygen concentrator are not on it.
  5. 5.Find out when general check-in closes for your flight and be at the counter two hours before that, not two hours before departure A checked electric wheelchair has to be handed over by the same mark
  6. 6.Bring a medical certificate only where 第十五条 allows one to be demanded — in-flight medical oxygen, or reasonable grounds that you cannot safely complete the flight without additional medical assistance — and have it issued within 10 days before the departure date.
  7. 7.Use your own wheelchair as far as the cabin door if you want to (第二十条), and expect the handover back at the cabin door on arrival (第三十八条). Ask at the gate whether the device returns to the door or to the baggage hall; 第四十条 lets you choose the baggage reclaim area instead.
  8. 8.If you miss either deadline, go anyway and say so: the duty becomes best efforts without delaying the flight, not refusal

The failure points

Where this actually goes wrong

Three of the four are deadline problems that read as paperwork problems only after the fact.

  • The 48 hours were counted from the wrong thing. The clock in 第十二条 runs to the scheduled departure time, so a booking made two days out can already be inside the window before you finish paying.
  • Two hours was measured against the flight. 第二十二条 measures it against the moment general check-in closes. You need the carrier's cut-off for that flight before you can work out when to arrive.
  • The chair was expected to travel in the cabin. Annex 1 protects a folding wheelchair from being counted as hand baggage, but stowage is first come, first stowed, and an electric wheelchair must be checked outright.
  • Somebody quoted a battery limit. The rulebook contains no watt-hour figure at all; it hands the battery to the dangerous-goods regulations. A number from a forum is not the regulator speaking.

Duty or encouragement

What the 2026 measures add, and where the wording goes soft

One document, two registers. Reading them as a single promise is how a traveller arrives expecting something no airport owes yet.

Non-electric wheelchairs carry a duty: carriers, airport operators and the other named units 应当允许 the chair to be checked and returned at the cabin door. Electric wheelchairs carry only an encouragement, and a conditional one — 鼓励有条件的机场运营人 allow it at the cabin door, where safety standards are met. The terminal fittings list (low check-in counters, low service counters, low drinking fountains, ramps, tactile paving, accessible lavatories) is attached to new build, rebuild, extension and upgrade work rather than to every terminal as it stands. Cabin fittings — adjustable armrests, seat-belt extensions, an onboard narrow aisle wheelchair kept aboard — are to be improved 逐步. What is a flat duty: jet bridge priority for wheelchair passengers and their companions, correctly sized ramp boards where a jet bridge or lift platform is used, a first-contact rule at the airport service counter, and an escort for an unaccompanied passenger who asks for one.

In short

What travellers ask before booking

How early to tell the airline, when to be at the airport, what the battery rule is, and whether anybody will ask for a certificate.

How far ahead do I have to tell a Chinese airline that I use a wheelchair?

For a checked electric wheelchair or an onboard narrow aisle wheelchair, 第十二条 requires the request at booking and no later than 48 hours before the scheduled departure time. A manual folding chair you carry yourself is not in that list of five items, but the 第二十二条 check-in rule still applies if you need boarding or deplaning assistance. The carrier owes an answer within 24 hours on items (一) to (四) of 第十二条.

What time do I actually need to be at the airport?

Two hours before general check-in closes — not two hours before the flight leaves. 第二十二条 words it as 『应在普通旅客办理乘机手续截止前2小时在机场办理乘机手续』, so you need the carrier's check-in cut-off for that flight first and then count back from it. A checked electric wheelchair must also be handed over by that same point under 第三十六条.

Can I take my wheelchair battery on board?

This page does not answer that, on purpose. 第三十六条 requires the electric wheelchair to be checked and to comply with the dangerous-goods air transport rules, and 第三十四条 makes cabin stowage subject to the same body of rules — but neither clause contains a watt-hour figure, a battery count or a packing instruction, and the dangerous-goods rule itself was not opened in this pass. Ask your carrier for its dangerous-goods answer in writing when you file the 48-hour request, and see the site's power-bank page for the lithium-battery rules that were read.

Does my folding wheelchair count against my hand baggage allowance?

第三十四条 says the carrier may not treat an Annex 1 device brought into the cabin as hand baggage for the purpose of restricting it, and 『折叠轮椅』 is on Annex 1. That is a protection against being counted, not a reserved space: stowage runs 『按照先到先存放的原则』, and where the cabin has no space the device is checked free. Separately, 第三十五条 allows one free checked assistive device from outside the Annex 1 list.

Will I be asked for a disability certificate at check-in?

The 65 articles never require one. The only documents the rulebook lets anyone demand are the 第十五条 medical certificate, in two narrow situations, and the service dog's identification and quarantine certificates under 第四十八条. Because the rule is silent rather than permissive, this page does not tell you a certificate will be requested and does not tell you none will be — what it can tell you is that no clause in this rulebook supports asking for one.

Do these rules apply to me as a foreign passenger?

第二条 draws the line by carrier: the measures apply to carriers established under the law of the People's Republic of China, for domestic and international carriage for reward and for free carriage the carrier agrees to. No article in the rulebook distinguishes passengers by nationality, and none says anything specifically about foreign passengers either — so the applicability test on the page is the carrier, and this page draws no inference beyond that.

What has changed in 2026?

《关于加强残疾人航空运输保障能力的若干措施》(民航规〔2026〕7号, 2026-06-15) adds obligations on airports and carriers and is to be implemented together with the 2015 rulebook rather than instead of it. The passenger-visible parts: non-electric wheelchairs must be accepted and returned at the cabin door; electric wheelchairs at the cabin door are only encouraged, and only at airports able to do it; wheelchair passengers get jet bridge priority and correctly sized ramp boards; multi-channel request systems; a first-contact duty at the airport service counter; and an escort for an unaccompanied passenger who asks for one. Every terminal-fittings promise is tied to new build, rebuild, extension or upgrade work.

Could not confirm

What this page will not assert

Each of these is something a forum or a booking site will tell you without hesitating. None of it was on a first-party page opened in this pass, so it stays here instead of being laundered into apparent officialdom.

  • Any watt-hour figure, battery count or packing instruction for an electric wheelchair battery. 第三十四条 and 第三十六条 only point to the dangerous-goods air transport rules and copy no number; that rulebook was not opened in this pass, so nothing is stated here.
  • Whether a particular aircraft carries an onboard narrow aisle wheelchair. 第十九条 says one is provided free, 第十四条(二) acknowledges that an aircraft has carriage limits, and the rulebook publishes no aircraft list. The 2026 measures only ask carriers to stock one 逐步.
  • Whether a disability certificate or a disability grading document is required at any counter. The 65 articles contain no such requirement and no statement that none exists.
  • Which airports actually have the low check-in counters, ramp boards and accessible routes the 2026 measures list. The planning duty is attached to new build, rebuild, extension and upgrade work, and the document names no airport and sets no completion date or target rate.
The 2026 measures name both standards; neither was opened, so no dimension, grade or specification from them appears here.
  • What compensation is payable if a wheelchair is damaged or lost. 第四十二条 only bars the carrier from making you sign a waiver; the rulebook sets no compensation figure.
  • Fares, discounts, or anything free about a companion's ticket. 第十条 states that a companion declares the relationship at booking and 『单独出票』 — a separate ticket — and the rulebook never mentions a discount.
  • The complaint channel's intake point, time limit or reply deadline. 第六十三条 to 第六十五条 give destinations — the carrier, the airport, the ground handling agent, or the civil aviation authority — and require each to publish its own intake method, but no window, no number of days and no address appears in either document read here.
  • What Annex 2 of the rulebook contains. 第六十一条 names it as the annual reporting form carriers submit to the regulator; it was deliberately not downloaded, being a reporting form rather than a passenger-facing document.

Flying with a service dog

The same 48-hour window, the two certificates the rule names, the muzzle default in the cabin — and the customs door that comes before the cabin door.

The lithium-battery rules that were actually read

Power banks on a Chinese domestic flight, from the aviation authority's own notice. The rulebook on this page sends a wheelchair battery to the dangerous-goods regulations without quoting a figure.

The rail side, which runs on different documents

Folding wheelchairs, station assistance and guide dogs on Chinese trains come from railway rules, not aviation ones. The two sets of doors do not substitute for each other.
