Can a foreign visitor get a border-area permit, and how?

Yes, but not the way a resident does. The National Immigration Administration announcement requires foreign nationals to apply in person at an exit and entry administration of the public security organs at or above the county level, or at a designated police station — the NIA 12367 app and the WeChat and Alipay mini programs used by mainland residents are not open to you. Since 15 April 2026 the permit is electronic and paper issuance has ceased. At the inspection post you present the permit on your phone or as a printed copy, together with your passport.

The one fact that decides whether a foreign visitor can get this permit at all is not on the agency guides: unlike a mainland resident, you cannot do it in an app. You go in person, with your passport, to a county-level or higher exit-entry office or a designated police station.

What the border-area permit requires of a foreign national

A foreign national cannot use the app path — it is in person only

The NIA announcement states, verbatim, that Hong Kong, Macao and Taiwan residents, overseas Chinese, and foreign nationals (with mainland residents travelling with under-16s, or wanting a one-year permit) shall apply in person at the exit and entry administrations of public security organs at or above the county level, or at designated police stations. The online mainland-resident route is not open to a foreign national — this is the fact that decides whether you can get the permit at all.

The mainland-resident path, for contrast

For comparison, the same announcement lets residents of the Chinese mainland aged 16 or above apply for the permit, with a validity period of up to three months, via the National Immigration Administration government service platform — the NIA 12367 app and the WeChat and Alipay mini programs. Knowing this exists but is closed to you prevents wasted time trying the app.

Effective 15 April 2026 the Electronic Border Administration Area Permit is implemented and the issuance of paper permits ceased simultaneously; previously issued paper permits remain valid within their respective periods of validity. So a first-time foreign applicant now receives an electronic permit, not a paper one.

What you show at the inspection post

The announcement says the permit is used in conjunction with the holder's Resident Identity Card or other valid identification, and that during inspections holders may present it via a mobile phone or as a printed copy. For a foreign national the valid identification is the passport, so at the checkpoint you show the electronic permit on your phone or on paper, alongside your passport.

How you receive the electronic permit

Applicants may designate an email address to receive the Electronic Border Administration Area Permit, or request assistance from the issuing authority in downloading and printing it. That is the delivery step after an in-person application is approved.

The legal basis and where to ask

The announcement rests on the Regulations of the State Council on Online Government Services and the Administrative Measures of the People's Republic of China on Border Administration Area Permits, and directs questions to the 12367 Service Platform. The Administrative Measures are the instrument that defines which areas the permit covers.

How a foreign national applies

Five steps, none of them in an app

1.Do not try the app: as a foreign national you cannot use the NIA 12367 app or the WeChat and Alipay mini programs that mainland residents use.
2.Go in person: apply at an exit and entry administration of the public security organs at or above the county level, or at a designated police station (NIA).
3.Bring valid identification: the permit is used together with valid ID — for a foreign national that is your passport (NIA).
4.Choose how to receive it: designate an email address to receive the electronic permit, or ask the issuing authority to help you download and print it (NIA).
5.At the checkpoint, show both: present the electronic permit on your phone or as a printed copy, alongside your passport (NIA).

Where a foreign visitor gets stopped

Two places: at the application, if you assume the resident app path, and at the on-road inspection post, if you cannot present the permit and your passport together.

At the application: the resident 12367 app and mini-program route does not accept a foreign national, so trying it wastes the trip — the permit exists only through the in-person county-level or higher office or a designated police station.
At the inspection post: the permit is used together with valid identification and shown on a phone or as a printed copy, so a foreign national must be able to produce both the electronic permit and the passport it is paired with.

There is no distinct Xinjiang travel permit: no first-party instrument for general Xinjiang travel was found. Xinjiang's permit-gated spots are remote border zones near sensitive frontiers, which fall under this same Border Administration Area Permit rather than a separate Xinjiang document — recorded here as a confirmed absence, not built as a covered-area fact.
