A foreign national cannot use the app path — it is in person only
The NIA announcement states, verbatim, that Hong Kong, Macao and Taiwan residents, overseas Chinese, and foreign nationals (with mainland residents travelling with under-16s, or wanting a one-year permit) shall apply in person at the exit and entry administrations of public security organs at or above the county level, or at designated police stations. The online mainland-resident route is not open to a foreign national — this is the fact that decides whether you can get the permit at all.
