What a China hotel does with your passport at check-in

What does the front desk need, and where does it go?

Hand over the passport itself, not a photo. The desk verifies it, registers the prescribed items, and passes the information to the local public security organ. Shanghai gives a property two hours to upload it; the national hotel-industry measures give 24 hours to file the form for an overseas guest. Then the passport is yours again. No page we opened lets a hotel keep it.

Six moves, in this order

  1. 1.Put the physical passport on the desk, not a photo of it. The rule is that the property verifies the document.
  2. 2.Open it at the photo page and at your current entry stamp, visa or permit, so the desk can register the prescribed items in one pass.
  3. 3.Fill in and sign the temporary accommodation registration form if the property hands you one.
  4. 4.Take the passport back before you leave the desk. The filing the property owes the police is made from the information, not from the booklet.
  5. 5.If your passport is with an immigration office for a visa or permit application, present the acceptance receipt instead: the Regulations let you stay in China legally on it.
  6. 6.If the desk still cannot register you, ask them to call the local police station for an identity verification form rather than cancelling the room, and call +86-12367 yourself if that stalls.

The failure case

The front desk kept my passport. What now?

The published duty ends at verify, register, report. Nothing in it needs the booklet overnight.

Ask for it back at the desk, in the lobby, before you go up. The filing the property owes the police is made from the recorded information, not from the passport itself. If the desk refuses, Shanghai's rule publishes the escalation numbers: 12367 for the exit and entry administration, 2202-3433 for the public security administration department, and 12389 to complain about an official refusal. The hotel registers you and reports it

Where foreigners stay in hotels in China, the hotels shall register their accommodation under the regulations on the public security administration of the hotel industry, and submit foreigners' accommodation registration information to the public security organs in the places where the hotels are located.

Verify the document, then register it truthfully

A hotel receiving guests must register them. At registration it has to verify the guest's identity document and register the prescribed items truthfully. This is the sentence that puts your passport in the receptionist's hands.

A receipt can stand in for the passport

Foreign nationals holding documents issued by the immigration authorities — a Visa or Residence Permit Collection Receipt, a Notice of Acceptance, or a Certificate of Lost Passport — may complete accommodation registration on the entry-exit document information recorded in them.

The receipt also covers the stay itself

While your passport is retained for processing a visa or permit application, you may stay in China legally on the strength of the receipt of acceptance. The same wording appears again for residence permit applications.

No usable document: the police issue one

Where a guest has no valid identification document, the local police station or immigration authorities verify identity and issue a Non-Mainland Resident Accommodation Verification Form. The guest has to give name, date of birth, identification number, home address, phone number and employer truthfully, and if none of it can be verified no form is issued.

What skipping the filing costs the hotel

Hotels that fail to process accommodation registration for foreigners are punished under the Law on Penalties for Administration of Public Security. Hotels that fail to submit the registration information to public security organs get a warning, and where circumstances are serious, a fine of not less than RMB 1,000 and not more than RMB 5,000.

What does the hotel actually need from me at check-in?

The passport itself, so the desk can verify it and register the prescribed items, plus a signed temporary accommodation registration form where the property uses one. Shanghai's rule adds that the identity information is uploaded to the Public Security Lodging Industry Information System within two hours of registration.

The front desk kept my passport. Is that allowed?

No page we opened authorises a hotel to hold your passport. The published duties are to verify the document, register the prescribed items, and submit the registration to the local public security organ — the filing is made from the information, not the booklet. Ask for it back at the desk, and call +86-12367 if the property refuses.

How fast does my stay reach the police?

Two clocks. The national hotel-industry measures give the property 24 hours to submit the accommodation registration form for a guest from outside the mainland. Shanghai's own provisions are tighter: the identity information is uploaded to the Public Security Lodging Industry Information System within two hours of registration.

My passport is at the immigration office for a visa extension. Can I still check in?

The Regulations say that while your passport is retained for a visa, stay permit or residence permit application you may stay in China legally on the strength of the receipt of acceptance. Shanghai's document catalogue separately lists a Collection Receipt, a Notice of Acceptance and a Certificate of Lost Passport as a basis for completing accommodation registration.

The desk says my document is not on their list. What now?

Where a guest cannot present a valid identification document, the local police station or immigration authorities verify identity and issue a Non-Mainland Resident Accommodation Verification Form. Ask the desk to make that call. If the authorities refuse without reason, Shanghai's rule points to 12367, 2202-3433 and the 12389 complaint line.

Who sees the information the hotel files?

It goes to the public security organ for the place the hotel is in. Beyond that, establishments and their staff must keep guests' personal information confidential and must not disclose it to any other organisation or individual. Where the police issued a verification form, the property keeps it bound for one year for inspection.

These gaps stay open on purpose. Filling them from general knowledge would be guessing about a legal duty.

  • No opened source sets a limit on how long a front desk may hold a passport while it registers you, or authorises holding it overnight.
  • The two-hour upload deadline is Shanghai's municipal rule. No national page we opened publishes an equivalent figure for other cities.
  • The 24-hour hotel filing deadline is published in Chinese only, in the hotel-industry public security measures. There is no English text of it on any page we opened.
  • No official or operator page we opened publishes a deposit amount, a hold method or a release timeline for hotels in China.
