When should travelers set up Alipay, WeChat, and the first China apps?
In short
Start at least a few days before departure, and ideally a week before. Set up payment, SMS, mobile data, hotel address, DiDi or taxi fallback, metro or rail plans, and screenshots before the flight instead of trying to solve them after landing.

Article 21 obliges the institution to run continuing user due diligence — identify and verify identity as prescribed, and understand the user's transaction background and risk profile. It also bars outsourcing core fund-security and information-security work. None of that compresses because you are standing at a taxi rank, which is the whole argument for doing it before you fly.

Article 23 requires payment accounts to be real-name and bars anyone from illegally buying, selling, renting or lending them. Plans that involve a resident setting one up on your behalf are inside an express prohibition rather than a grey area.
