A licence defines what a payment institution may do, and where
Article 16 requires an institution to operate within the business types and geographic scope written on its payment business licence, bars unapproved business needing approval, and forbids altering, selling, renting or lending the licence. That is why a payment product available to you at home may simply not exist as a licensed service here — it is a licensing boundary, not a market preference.

Whatever you end up using, the same duties attach to it
Reserve funds may not be misappropriated (Article 27), fees must be displayed and unmarked ones may not be charged (Article 34), and disputes are the institution's to handle (Article 35). So the comparison worth making is acceptance and card compatibility, not trustworthiness.
