Route planning
In short
Hangzhou is a good first-trip choice when the traveler wants scenery, West Lake, tea culture, and a calmer East China rhythm. Shanghai is usually easier for pure arrival clarity, but Hangzhou is stronger for a slower trip mood.
Behind this answer
Our own recommendation: no official or operator body publishes a rule for this question, so this is a judgement by the TravelerLocal editorial team, and the checks below still apply.
Editorial check
Route and city-fit answers were reviewed with the latest long-tail city guide quality pass.
Hangzhou arrival station or airport, West Lake access, hotel area, weather, rail timing, and current attraction or tea-area guidance. Tickets, weather, transport timing, hotel areas, attraction access, and local operator rules still need current checks before booking.
Recovery template
Start with the immediate move, keep a human or offline fallback, and only rely on live rules after checking the official operator, provider, or source.

Fallback path
Remove one transfer, protect the arrival night, and keep one stable first base if the route depends on too many live systems working immediately.
Do not assume
Do not treat this answer as final live proof. Do not use as a fixed itinerary without checking season, weather, ticketing, transport, hotel area, traveler pace, and live attraction rules.
Source boundary
Hangzhou arrival station or airport, West Lake access, hotel area, weather, rail timing, and current attraction or tea-area guidance.
Action path
A practical answer should leave the traveler with a few moves they can actually make before the trip or at the point of friction.
Start with the city that makes the first night easiest.
Add another city only when it changes the trip in a useful way.
Protect daylight arrivals, luggage reality, and recovery time on transfer days.

Who sets Hangzhou taxi fares, and the exact area the figures cover
The notice was issued jointly by the city's development-and-reform commission, its transport bureau and its market-regulation bureau, and it states the area it applies to with one named exclusion: “决定调整杭州市区(不含临安区,下同)巡游出租车运价。” So these are urban-Hangzhou fares, Lin'an district excepted — a city-level record-keeper, not a ministry, which is why this page could never be sourced from national rules.
Where in the source: 通知首段(制定依据与适用范围);落款 2019年10月30日
The flag-down fare and the per-kilometre rate, as published
“1.起步价:13元/3公里。” and “2.里程费:2.5元/公里。” The flag-down charge of 13 yuan covers the first 3 km, and distance beyond that is charged at 2.5 yuan per km. These are the two figures this answer had never been able to state.
Where in the source: 二、运价标准 第1项(起步价)、第2项(里程费)
Crawling traffic is charged, and the morning peak is charged at a higher rate
“3.低速等候费:时速12公里(含)以下,上午7点至9点以外的其它时段每4分钟收取1公里里程费(2.5元),上午7点至9点每4分钟收取1.5公里里程费(3.75元)。” At or below 12 km/h the meter adds the equivalent of 1 km of distance every 4 minutes — 2.5 yuan — and between 07:00 and 09:00 it adds 1.5 km instead, 3.75 yuan. That is the published reason a run into the city in morning traffic costs more than its distance suggests.
Where in the source: 二、运价标准 第3项(低速等候费)
Long trips, late nights and Spring Festival each carry a published surcharge
“4.回空补贴费:10公里以上里程费加收50%(1.25元)。” and “5.特别补偿费:(1)每日23时至次日5时期间里程费上浮30%(每公里加收0.75元)。(2)每年春节期间(年三十至初六),每车次计价器外另加收10元。” Past 10 km the distance charge rises by 50 percent, 1.25 yuan per km; between 23:00 and 05:00 it rises by 30 percent, 0.75 yuan per km; and over the Spring Festival days the clause names, 10 yuan is added per trip outside the meter.
Where in the source: 二、运价标准 第4项(回空补贴费)、第5项(特别补偿费)
The meter is built from six named items, and one of them has no published amount
“市区巡游出租车运价由起步价、里程费、回空补贴费、低速等候费、特别补偿费和燃油附加费六个项目组成。” Flag-down, distance, empty-return subsidy, slow-speed waiting, special compensation and a fuel surcharge. The fuel surcharge is defined but never priced in this notice: the clause says only “按照确定的油价运价联动办法,视情加收燃油附加费”, with no amount, no trigger and no formula anywhere on the page.
Where in the source: 一、运价项目(六个项目及其定义)
Tolls are the passenger's, and the metered total is rounded to the yuan
“4.巡游出租车营运过程中发生的车辆通行费,由乘客按实支付。” and “5.巡游出租车运价计费尾数四舍五入,保留到元。” Road and bridge tolls incurred during the ride are paid by the passenger at cost, and the fare is rounded to a whole yuan. Both are in the rules, which is worth reading before the trip because both look like being overcharged to a visitor who has not seen them stated.
Where in the source: 三、运价的其他规定 第4项、第5项
Two apparently identical rides can lawfully differ in price
“1.电动出租车按普通出租车运价执行。” keeps electric taxis on the ordinary schedule, but “2.巡游出租车选用高档车型的(具体技术标准由市交通运输局另行制定),其运价可在基准运价20%浮动范围内确定具体执行价格,由市交通运输部门根据实际制定方案,报市发展改革部门批准后实施。” lets a higher-grade vehicle be priced within 20 percent of the base schedule once the transport bureau's scheme is approved. So the figures above are the base, not one citywide price.
Where in the source: 三、运价的其他规定 第1项、第2项
Metering, a posted fare table in the cab and an invoice are duties, not favours
“经营者应严格执行规定的运价政策,使用符合规定的计价器,在车辆的规定位置张贴运价项目和标准,按规定使用发票。经营者违反规定收费的,市有关部门依据相关规定予以处理。” A compliant meter, the fare items and standards displayed at the specified place in the vehicle, and a proper invoice are written obligations of the operator, and charging in breach of them is handled by the municipal departments. That makes “is the meter running and is the price list posted?” a check against the rules rather than a tip from this desk.
Where in the source: 四、公示和监督
A 2019 schedule, and the notice itself says which one it replaced
“本通知自2019年12月1日起执行。在计价器调整期间,新旧两种运价并存。原市物价局、市交通运输局、原市质量技术监督局《关于杭州市区客运出租汽车运价调整的通知》(杭价费〔2011〕214号)同时废止。” Issued 30 October 2019, effective 1 December 2019, and it repealed the 2011 schedule outright. That is the honest frame for figures with a 2019 date on them: this is the version the publisher still carries, read on 4 October 2026 — not a reconstruction of what a meter shows today.
Where in the source: 五、实施时间(施行日与被废止的旧文)
Source: 杭州市发展和改革委员会、杭州市交通运输局、杭州市市场监督管理局 — the Hangzhou development-and-reform, transport and market-regulation bureaux jointly, full text in the Hangzhou municipal government gazette on zfgb.hangzhou.gov.cn — 关于杭州市区巡游出租车运价调整的通知(杭发改价格〔2019〕455号)(Notice on adjusting cruising-taxi fares in urban Hangzhou) (source issued 2019年10月30日 as 杭发改价格〔2019〕455号, carried in the gazette 2019 年第 11 期 dated 2019-12-02, in force 自2019年12月1日起执行; read October 4, 2026)
What this source does not settle: This layer is the municipal cruising-taxi fare schedule and nothing beyond it. It is not metro pricing: Hangzhou Metro Group's own ticketing-rules page failed to open for a third time on 4 October 2026 — curl could not complete the TLS handshake, and the page WebFetch returned carried only a browser-compatibility notice — so no metro fare, distance band or single-journey price is published here, and none is taken from a press report or guide site. It is not ride-hailing pricing either: a booked car runs under a different set of rules with a different record-keeper, and nothing here may be read across to it. Admission to Lingyin Feilai Peak remains absent for the same reason recorded on 16 September 2026: the scenic-area administration's own page has no reachable URL, so the free-admission date, the ticket prices and the reservation figures that circulate in state and local press relays could not be confirmed against the publisher's own page and are not published — a press relay is not the publisher. The fuel surcharge is named in the notice without an amount, a trigger or a formula; a 15 percent cost-change threshold mentioned in this wave's selection report appears nowhere on this page, so it is not published. The schedule covers 杭州市区 excluding Lin'an district, and it prices a tariff, never a particular ride. Finally, whether Hangzhou or Shanghai makes the better first stop, and whether a slower eastern-China pace suits a first trip, stay this desk's editorial judgement: this layer prices the ground transport, it does not settle the comparison.
